General Status
Over the past several months we have made progress towards completing our first of four phases in the development and construction of our new church. During the first phase our efforts are focused on developing the documentation necessary to get city approval of a conditional use permit (CUP). This permit essentially says that in general the plan looks feasible and paves the way to phase Two; which is detailed design, the “nuts and bolts” of the effort. The following lists the major areas that the developments team has been working on to support the CUP documentation and permit requirements
- General grading, site improvements. This encompasses how the site will be graded and how the sewer and electricity will be brought to the facility
- Environmental considerations. This reviews the ecologically sensitive areas in and near our property such as: protected coastal sage and any endangered animals, birds.
- Traffic Study and necessary improvements. This addresses the traffic patterns in and around the church and any associate improvements necessary to make it safe.
- Geology of the site. This study deals with the soil under our property and helps to reveal any soil issues and helps to establish an appropriate plan for the position and design of our church
- Conceptual Images of a potential church design. The three dimensional concepts are used to help develop a conceptual design of the church and parish center which help us to visualize the overall design.
The initial CUP documents were submitted to the city for review. And like any city review, there were questions and clarification that needed to be addressed. Currently, most of the questions and clarification have been reviewed and appropriate responses developed. These responses along with supporting documentation are being readied for our resubmitted to the city. Once submitted we are hoping that the city will approve of our request for CUP permit.
Meetings Held
Building Committee Meeting held April 23, 2009
- General meeting of the OLMC building committee. The focus of the meeting was to discuss the status of the CUP permit effort, as well as, to provide input on CUP documentation and analyses.
Open House to our Neighbors held June 29, 2009
- This meeting was held so that our neighbors could view our proposed construction plans and to have open discussions with them.
- Though some were okay with the project, some voiced concerns about the project. The following is a list of some of the bigger issues:
- Overall height of the church is too high. Decrease height
- The placement of the church. They would like it to be back in the corner and not built on the proposed site (the grass area next to the corner)
- Increased traffic based on the bigger church
- Increased parking on the street in front of their houses
- Increased noise in the morning
Meetings Attended
Peñasquitos Planning Board
- Development team briefed the board on our proposed construction plans. They briefed the overall plan and discussed the overall concept design of the church, traffic study, geology and environmental studies.
- The neighbors were represented at the meeting and voiced some concerns about the project. The following is a list of the issues:

- The board asked the team to look into the neighbor’s issues and made several points about:
- Church height and color
- Placement of the church close to the corner
- The team documented all issues and stated that they would look at how to mitigate these issues.
Action Items
- Development team to complete responses to city’s questions and clarifications and resubmit updated CUP documentation by August 15, 2009
- Development team to review all neighborhood issues and develop possible alternatives to address them. Estimate Completion Date TBD
- Increase awareness of the issues when OLMC parishioners park along Stoney creek during Saturday and Sunday masses. This awareness needs to address neighborhood concerns about noise, blocking driveways and dumping trash in neighborhood during and after masses. Estimate Completion Date August 30, 2009
